Registered vs Unregistered NDIS Support Providers in Canberra: What ACT Participants Need to Know in 2026

Understanding the difference between registered and unregistered NDIS Support Providers is one of the most important steps NDIS participants in Canberra, ACT can take in 2026. The rules have changed, safeguards have tightened, and knowing where your provider sits affects how you use your funding and what protections you have.
What Is the Difference Between Registered and Unregistered Providers?
Registered NDIS Support Providers are approved by the NDIS Quality and Safeguards Commission and must meet the NDIS Practice Standards, complete independent audits, conduct worker screening checks, and comply with ongoing reporting requirements. An unregistered provider has not gone through the same process. They can still operate, and many do great work, but they are not independently assessed against the Practice Standards in the same way.
Who Can Each Type of Provider Support?
An unregistered provider can only support participants who are plan-managed or self-managed. If your funding is NDIA-managed, you must use registered NDIS Support Providers. Registered providers can support all three funding types, offering more flexibility if your plan management ever changes.
This is a critical point for ACT participants. If your plan is managed directly by the NDIA, every provider you use must be registered.
What About Complaints and Safeguards?
If you have a concern with a registered provider, you can raise it with the NDIS Commission, which has processes to investigate issues and take action where needed. With an unregistered provider, complaints are generally handled directly with the provider, so formal external options are more limited. That does not mean unregistered providers are unsafe; the pathway is simply different.
What Has Changed for ACT Participants in 2026?
The National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 is now law, but not every change is yet in force.
One major area has already changed. From 1 July 2026, Supported Independent Living (SIL) providers and platform providers must hold NDIS registration. Continuing to deliver SIL without registration after that date is a criminal offence. Registration is also mandatory for Specialist Disability Accommodation, specialist behaviour support and restrictive practices, plan management, and digital platforms. Budget and price changes phase in from October 2026 and January 2027.
For Canberra participants using supports outside these categories, unregistered NDIS Support Providers may still be a lawful choice depending on how your plan is managed.
Are Unregistered Providers Still Bound by Any Rules?
Being unregistered does not mean being unregulated. The NDIS Code of Conduct applies to every provider and worker, registered or not. The NDIS Commission named unregistered providers as a specific enforcement priority for 2025-26, noting they account for more than 90% of the NDIS market by number.
In the ACT, there is an additional local layer. Workers providing NDIS services in roles requiring an NDIS clearance must also hold a Working with Vulnerable People (WWVP) registration. This applies to workers at both registered and unregistered providers.
How Can Canberra Participants Verify a Provider's Status?
Follow these steps:
1. Visit the NDIS Commission's Provider Register at ndiscommission.gov.au and search by business name or ABN.
2. Use the Approved status filter for current registrations and check the data update date.
3. Ask for the provider's current registration certificate and confirm the entity name, registration groups, and any conditions match the service being offered. Keep a dated record.
4. Note that holding an ABN does not establish NDIS registration. Always check the Commission register separately.
The NDIA has offices across Canberra, including in Deakin, Gungahlin, and Greenway, where participants can seek in-person guidance. You can also call the NDIS on 1800 800 110 to ask about provider status or your plan management type.
A Quick Summary Before You Decide
Before choosing among available NDIS Support Providers, consider these questions:
▸ How is your plan managed? NDIA-managed plans can only use registered providers.
▸ What supports do you need? SIL and behaviour support now require a registered provider by law.
▸ What complaints pathway matters to you? Registered providers give you access to the NDIS Commission if issues arise.
▸ Have you verified the provider's status on the official register?
No two participants' situations are the same. A provider that suits one person's goals in Belconnen may not suit another in Tuggeranong. The key is understanding your options so you can make an informed choice.
